Research on Government Regulations, Cognition and Farmers’ Willingness of Straw-to-Field

Contemporarily, the promotion and application of straw-to-field technology plays an important role in developing high-quality green agriculture, alleviating agricultural non-point source pollution realizing double carbon target. As main subject straw-to-field, a farmers’ willingness directly determines their behavior. To explore influencing factors to improve comprehensive utilization level straw, this paper researches relationship between government regulation, cognition based on survey data 733 farmers Heilongjiang province, it examines mediating process regulation affecting straw-to-field. The results evidence that policy incentives administrative constraints affect by ecological technical cognition. However, cost benefit is biased; thus, factor cannot effectively transform into action.
